Focusing on the pain points in the entire process of production, circulation, construction, and testing of building insulation materials, we aim to establish a regulatory system that covers all aspects, ensures full responsibility implementation, and enables full traceability. In the production process, precise assistance will be provided to 10 local enterprises (including 5 enterprises included in the special rectification of building insulation materials, of which 1 has stopped production) through the implementation of "one enterprise, one policy". At the same time, the "one code connection" traceability mechanism will be implemented to achieve full traceability of products from raw material procurement to factory sales, and to curb the flow of unqualified products into the market from the source. We will conduct a full coverage inspection of 12 key sales enterprises in the circulation process, strictly investigate illegal activities such as non-standard labeling and incomplete purchase inspection records, and ensure that product information is authentic and traceable. Strengthen institutional supervision in the testing process, promote the entry of four CMA qualified testing institutions into the "Qinzhixiang" platform, publicly disclose real-time testing reports for social supervision, and have zero tolerance for illegal activities such as issuing false reports.

In April 2025, the Market Supervision Bureau of Chenggu County, in conjunction with the County Housing and Urban Rural Development Bureau, conducted a precise inspection of the Xiaoxiguan Village Agricultural Processing Comprehensive Service Building project undertaken by Shaanxi Yiyuan Hengfeng Construction Engineering Co., Ltd. They inspected the building exterior wall insulation rock wool board produced by Shaanxi Juxin Energy saving Technology Co., Ltd. with a specification of "1200 * 600 * 80 * 4 pieces". The Market Supervision Bureau of Chenggu County, in accordance with Article 50 of the Product Quality Law of the People's Republic of China, has imposed an administrative penalty of confiscating illegal gains of 8785.78 yuan and imposing a fine of 49639.68 yuan on the parties involved for violating the provisions of Article 39, which stipulates that "sellers shall not mix or adulterate products, shall not pass off fake products as genuine or inferior, and shall not pass off unqualified products as qualified products". This case is reported as a typical case of special rectification of building insulation materials in the city, forming a warning matrix with three other similar cases. It is widely publicized through the form of "case interpretation+standard popularization+risk warning", clarifying the cost of illegal activities, strengthening the deterrent effect on industry entities, and effectively safeguarding the bottom line of building quality and safety.

Adhere to the concept of "investigating and punishing one case, regulating one area, and governing one domain", and build a closed-loop governance system of "punishment+rectification+assistance+publicity". For the illegal enterprises that are investigated and dealt with, not only will they be strictly punished according to law, but technical backbone will also be organized to provide special assistance such as standard interpretation, raw material control, and production process optimization, guiding enterprises to improve their quality control system and promote their transformation from "passive rectification" to "active compliance". Establish a regular supervision and dynamic review mechanism, conduct a "look back" on the rectified enterprises, and ensure that the rectification is implemented effectively. By 2025, 6 batches of products in the production field will be inspected and found to be qualified, significantly improving the overall quality level of the industry and achieving a virtuous cycle of "investigation, standardization, and improvement".
